The Gande
The Gande—the Constitutional Council—represents the second-highest authority within the traditional socio-political structure of the Issa community.
It embodies the collective body in matters of peace and security, oversees the organisation and stability of public affairs, preserves social cohesion and the rule of law, and contributes to the formulation of general policies and strategic directions.
Due to the gravity of its responsibilities, members of this institution command high regard within society.
Characteristics and Attributes of the Gande
Composition: The institution is composed of 44 members.
Appearance and Attire: Members wear garments of immaculate whiteness and are of roughly equivalent age cohorts.
Symbolism: They carry a whip as an emblem of authority and order, distinguishing them from other members of the Issa community who typically carry a cane on their shoulder.
Residence: They inhabit strategic regions characterised by ecological fertility and abundant water and pastureland.
Religious Roles: In addition to their political and legal functions, they perform daily invocations and prayers at dawn and dusk, imploring the Almighty to ward off misfortune, ensure ample rainfall, and sustain prosperity.
Conditions for Membership in the Gande Institution
Membership is subject to rigorous criteria designed to guarantee clan balance alongside moral and financial integrity.
1. Numerical Representation
Representation is distributed equally among the Cise clans, subject to two historical and sociological exceptions:
Wardiiq: 8 members, representing the lineage from which the Ugaas (traditional chief) originates.
Ceyleeye: 8 members, recognised as the eldest lineage among all Cise clans.
Remaining Four Cise Clans (Hawla-qaade, Holle, Barkhadle, Wakhroon): 7 members each. Total : 8 + 8 + (7 X 4) = 44 members

2. Personal and Moral Conditions
Justice and Integrity: Demonstrated fairness and exemplary moral standing.
Criminal Record: An unblemished legal record devoid of criminal history.
Lineage: Descent from the first marriage on the maternal side.
Financial Independence: Possession of independent financial means, thereby ensuring complete impartiality.
